Abstract: Accidents on the highway happen from time to time and an emergency medical system for that is helpful. An emergency medical system contains a number of stations on the highway. A study of the highway station location problem for such a system is conducted in this paper. With uncertainty considered and αrobust constraints, a binary integer programming model is formulated for this problem by combining stochastic optimization with robust optimization. With this model, the αrobust constraints ensure that the relevant regret value of the number of accidents within the area covered by one individual medical station is no more than α in every single scenario. Thus, the expected response time can be minimized. A realworld case problem is used to demonstrate the effectiveness of the proposed method.
