Abstract:

Based on the characteristics of  PPP(public-private-partnership)pattern and the electric vehicle charging service, a pricing model of electric vehicle charging service is constructed considering the interests of the three main participants, by the theory of public pricing and Stackelberg games. Using the model on the different scenarios of electric vehicle development steps, the research shows that the regulation for electric vehicle charging service market pricing power, based on the PPP pattern, is advantageous to the coordination and balance the interests of the parties. The price limit set by government according to the average cost and the external environment value contributes to maximizing the social welfare.
