A Study on Dynamic Efficiency of China National Software Development Bases

摘要: 评价国家软件产业基地的动态效率变化和影响因素对于优化软件产业发展环境,提高软件产业发展质量和水平,具有重要意义。论文利用数据包络分析对32家中国国家软件产业基地2006~2009年的效率进行总体分析与评价,并利用Malmquist生产率指数对其效率变动进行了测算。研究结果表明,中国国家软件产业基地生产经营效率呈现上升趋势,但整体水平仍然相对较低,投入资源的运用效率仍有很大的改善空间,金融危机对国家软件产业基地的冲击很小,国家软件产业基地技术进步变动总体差异并不悬殊,制约国家软件产业基地生产率进步的关键因素是技术进步,国家软件产业基地经营效率不存在地理区域上的差异,国家软件产业基地经营效率与批准成立时间无显著性差异。

Abstract: In order to optimize software development environment and improve the quality and level of the software industry in China, it is very important to evaluate the dynamic efficiency and its impact factors. With the data from 32 China national software development bases, such a study is conducted by using Data Envelopment Analysis (DEA). Efficiency variation is assessed by Malmquist Productivity Index. It shows that although the production efficiency of China national software development bases is gradually enhancing, its efficiency is still rather low and, especially, resource efficiency is to be improved. Also, it is found that the impact of financial crisis is very little and technological progress is the key to its productivity. In terms of physiographic region efficiency, there is no difference between eastern and middle-western regions. The efficiency is also independent of the time when a base was established.
