摘要: 为提高震后应急救援效率并减少应急消耗费用,以所有受灾点未满足物资需求之和最小、送达速度最快以及应急总费用最小为目标,建立应急物资需求模糊情况下包含应急中转站的混合联运多目标优化模型,并运用基于矩阵编码的混合遗传算法求解,最后以汶川地震为例,验证了该模型和算法的收敛性较好且运行效率较高。因此,该模型和算法有效,可为实际应急提供指导。

Abstract: To enhance the efficiency of the post-earthquake emergency rescue and reduce the cost,taking into consideration of the fuzzy demand of relief materials,a multi-objective optimization model of the bi-level mixed transportation with transshipment facilities is established,whose goal is to minimize the insufficiency in emergency material demand,the service time as well as the total cost.Then a hybrid genetic algorithm based on sub stage decoding method is designed to solve the model.Finally,the validity and feasibility of the model and algorithm are demonstrated by a numerical example derived from Yushu earthquake.The results show that the proposed genetic algorithm has a good performance.
