摘要:

为保障自来水生产系统的有效运行,借助流程管理思维,构建了自来水生产系统应急预案体系。从全流程梳理入手,衡量并筛选关键失效模式,并针对涉及到的不同特点的关键节点,从事前预防和事后处理两个维度分别制定了方案,以便实现潜在问题的早发现、早预防和事故的快速处理。结合真实案例,对所提出模型进行了实践和验证,为自来水生产系统应急预案体系的构建提供了新的思路。

Abstract:

To guarantee the efficient operation of the waterworks production, based on the process management theory, an emergency plan system in the waterworks production is established. The whole process nodes are reviewed to highlight the key failure modes, and different programs are respectively made up from two aspects of accident prevention and incident handling because of the different performance of the relevant nodes, which can help to discover and prevent the potential faults early and handle the accident reasonably and rapidly. By a case study in a waterworks production, the structure and mode are finally validated, and the research results provide a new methodology to establish the emergency plan system in the waterworks production.
