Key Competency Factors for the Successful Evaluation of Practical Talents of the Intellectual Property Rights Specialty Based on Analytical Hierarchy Process

Abstract: The evaluation criteria of practical talents of the intellectual property (IP) rights specialty are summarized via a questionnaire of 29 managerial or technical staff members from the IP rights.related industries, technology or management, experts from the governmental departments related to IP rights industries, and scholars with backgrounds in IP rights.related industries who have actually participated in IP rights decision.making or related tasks and who have employed AHP screening criteria. The findings include three key factors in evaluating the practical talents' specialty: evaluating IP rights competency, locating the core technology group competency, and IP rights litigation competency. This research can provide a reference for Guangdong's related industry, when evaluating, screening and training practical talents of the IP rights specialty.
