Abstract: The development of humanities and social sciences is closely related to the development of social economy and culture in our country. The innovation and development of humanities and social sciences in higher education institutions is the main force of the development of humanities and social sciences in our country. In order to explore the influencing factors of R&D efficiency of humanities and social sciences in universities in Jiangsu Province and the differences in R&D efficiency of humanities and social sciences in universities, with the heterogeneity of evaluation unit investment taken into account, an empirical analysis of the R&D data of humanities and social sciences in universities in Jiangsu Province is carried out using the improved DEA-CCR model. The results show that the efficiency of scientific research in Humanities and Social Sciences in 46 public universities in Jiangsu Province is acceptable, but there is still a lot of room for improvement. In particular, "985" and "211" universities need to make breakthrough progress in the humanities and social science research work in order to improve their humanities and social science research efficiency. Finally, according to the results, suggestions for each university are put forward to improve the research strength in humanities and social sciences.
