Abstract: To optimize logistics distribution center location problem for distribution network under potential delay risk, a bi-level programming model with the factors of delivery time and distribution distance is put forward. The upper level is to minimize the cost of location network, and the lower level is the customer loss utility. According to the characteristic of bi-level programming model, hierarchical genetic algorithm is set up to solve this model, and the model is applied in a specific case. A numerical analysis suggests that there is an inverse relationship between the location cost and the customer loss utility, which proves the effectiveness of the model and the feasibility of algorithm. A solution for distribution center location of multilayer level programming is set up.
