On the Capacity Outsourcing of Port Enterprises for Emergency Response

Abstract:  When emergency events occur in port operations, a single enterprise has no enough capacity to respond them. Thus, cooperation among the port enterprises through outsourcing can result in better response to emergency events. A mathematical model is developed for the optimization of cooperation of the port enterprises. Based on the model, the problem is solved for different situations to show how the additional capacity should be obtained by outsourcing. The results show that an enterprise affected by emergency events has different optimal capacity repairing capability and different share of cost and profit. Thus, to achieve the optimal cooperation, the cooperation enterprises should consider the share proportion of cost and benefit.
