Abstract:  Traditional credit evaluation methods only evaluate the credit of the supervision engineers from the perspective of a single subject. It will lead to perceptual deviation in low concerned criteria because the supervision engineers exist in the social network formed by many stakeholders whose preferences are different. In order to solve this problem, stakeholders′ preferences are used to build different credit evaluation index set which overlap among various stakeholders, using fuzzy soft sets theory to evaluate the credit of supervision engineers. The model converts the evaluation value using the fuzzy soft set, and aggregates the evaluating information for obtaining the final value. It makes full use of stakeholders′ knowledge and experience, and reflects the uncertainty and incompleteness of the information in the assessment process. Finally, a numerical example indicates that the model fully expresses stakeholders′ preferences and avoids perceptual deviation caused by the stakeholders′ various attention, which stimulates the supervision engineers to practice faithfully.
