Abstract: High-tech enterprises are the main body applying scientific and technological innovation and achievements, and analyzing and evaluating the level of technological innovation capabilities of high-tech enterprises can help accelerate their high-quality development. The correlation coefficient analysis method and Delphi analysis method are adopted to determine 3 first-level indicators and 13 second-level indicators. Taking into account the possible influence of the priority of indicators, a method is proposed for correcting the order relationship of incomplete information indicators, and combined with analytic hierarchy process and entropy value, a combination of subjective and objective weighting method is proposed. Finally, an example demonstration is conducted with typical high-tech enterprises in Guangdong Province. The results show that the method can ensure that the index priority remains unchanged and contains subjective and objective weight information, and achieves good evaluation of technological innovation capability.
