Abstract: On the basis of the dual phase, a dual-phase signal timing optimization model is built in order to effectively utilize the spatial and temporal resources at the intersection and alleviated the urban traffic congestion. The optimization target of the model is the average delay at the intersection, and the optimization parameters are the green time of each phase. And the adaptation genetic algorithm is applied to solve this optimization model. The flow data of the evening peak is investigated at 4 intersections, and the classic Webster timing method and the optimization model proposed in this paper are used to optimize the timing in these intersections respectively. The results show that the dual-phase signal timing optimization model performs well compared with the Webster timing method, and the average delay at these intersections is reduced by 11.36%, 13.74%, 3.72% and 9.00% respectively, the operation of the intersection can be effectively improved; and the more unbalanced the flow of the two directions in the same phase is, the better optimization the dual-phase signal timing optimization model performs.
